The Fund and the Bank are equally culpable and should own up to their
responsibilities. The Budget may not be the 'best' but at least it is
attempt by the new SoS for Finance to start searching for answers to the
hard questions posed by the inhospitable monetary and fiscal climate.

Beola, I hope Gassa will post the 2004 Budget soon. Remember it was read
last Friday 19th December.

Yusupha, not that it makes much difference but it is worth noting that Mr.
Deen is still the MD of GPA.
