Folks,

What a week we've had. Darboe got detained and now released, Jabou, Joe,
Malang Jaiteh and almost all are disgusted, Comrade Jassey-Conteh
resurfaces after a long hiatus, so does Bamba Laye. Habbib hits the roads
and air again, Lolipop makes a call and continues to amuse, Sunkung advises
caution, KB is on Joseph Joof and the mental midgets, Christina wants to
make me a messenger, Haruna goes haywire and attacks Sunkung and Baba Jobe,
they inturn refuse to budge or give in.

The Dalasi holds its value, government announces that groundnuts would be
bought for D3,250.00 per tonne, the paras demolish stalls by Albert market
but mayor Jeng would have none of that so the poor guys are laft alone.

Yankuba Touray welcomes resignation of Assan Musa Camara from the
opposition coalition and says Juwara does not merit a reply for calling on
Jammeh to resign. The National Assembly ratifies yet another loan ( $4.7
million for the education sector), Kumba Yalla comes to beg Gambia for
assistance and Gambia's health sector is hailed as one of the best in the
subregion. Khalifa Sallah asks government to learn some common sense and to
release Darbo and co forthwith.

As if all these is not enough, the Office of the President comes up with
this Press Release:

"This is to bring to the particular attention of the general public that
orders made by the Commissions of Inquiry during the transition are final.
Therefore any white paper and their recommendations in respect of these
Commissions are hereby declared null and void by Cabinet."

Sanusi, help me out here. Even the Observer's attempt to clarify the above
press release has left me even more confused. Please read on:

"In September 1994, the Armed Forces Provisional Ruling Council (AFPRC)
promulgated decree 11 which empowers the council to set up "such number of
Commissions as it may consider necessary."

The decree titled Public assets and Properties (Recovery) Decree, empowers
the members of the commissions to investigate and inquire into the
financial and other activities of any public body or individual to
ascertain whether or not malpractices or irregularities were committed. The
commissions were also empowered to give "such directives as they may
consider necessary".

Subsequently many commissions were set up and theycatalogued the cases of
the gangrenous fiscal graft and abuse of office that stunned theF first
Republic.

After the submissions of the final reports containing the orders of the
commissions, Cabinet issued "White Papers" detailing government's position
statements and recommendations on the orders of the Commissions.

Yesterday's decision by cabinet has nullified the position statements and
recommendations of the "white Papers" and made the orders of the
commissions "during the transition" final.

It is not made clear what prompted this new cabinet order or whether the
order is retroactive and how it would affect orders already executed on the
power of the white paper recommendations".
