Uganda to lose UN voting right'

      Owes Shs 24 billion to other bodies

      KAMPALA- Uganda might lose its voting rights at the UN General Assembly if it doesn't clear its Shs 437 million debt.

      Uganda has defaulted on its annual subscription fees for the last four years. 

      Mr Ben Lukwiya told Parliament's committee on Presidential and Foreign Affairs that defaulting countries have up to January next year to pay up.

      He said failure to pay means; a country automatically forfeits its voting rights.

      Lukwiya is the Head of the Multilateral Organs and Treaties Department in the ministry of Foreign Affairs.

      He and the Minister for Regional Cooperation, Augustine Nshimye, appeared before the MPs yesterday. 

      The Foreign Affairs minister, James Wapakhabulo, is attending the UN general assembly in New York. 

      "A list of the heavily indebted countries is being circulated [at the meeting]. Those countries have to give a guarantee that they will pay by January next year," Lukwiya told the MPs. 

      The ministry, he said, has not been able to execute its international obligations due to limited funds. 

      According to him, Uganda almost owes Shs 24 billion to several international bodies. 

      Mr William Nagaga, the director for regional cooperation in the ministry told the committee that Uganda is to host the Inter Governmental Authority on Drought and Development (IGADD) conference, between October 19 and 25. 

      About seven regional presidents from Ethiopia, Kenya, Eritrea, Egypt, and Tanzania have confirmed their attendance.
