Resident Advisor, Eritrea (contract position)

To provide capacity building support and technical
assistance to the National AIDS Control Program (NACP) of
the Government of Eritrea, and oversee implementation of
FHI/IMPACT activities in the country.
Requires Masters or doctoral level degree in public health or
related field, and at least seven years experience in the
management of international HIV/AIDS programs necessary.

Abt Associates seeks a Senior Agricultural and Food
Security policy Advisor for a USAID funded two-year position
in Rwanda.  Education and experience: Ph.D., or MA with
extensive experience, in Agricultural Economics or Rural
Sociology; experience in Africa; and experience with
USAID.  Responsibilities: The senior technical hire will advise
the Minister and senior staff at the Rwandan Ministry of
Agriculture, Livestock, and Forestry on matters related to
formulating, analyzing, and implementing food and
agricultural policies needed to ensure improved rural food
security.  Specific duties include, but will not be
limited to: carrying out policy analysis and dissemination;
contributing to the development of an agricultural policy
framework, strategy, and priorities; serving the full range of
consultative, advisory, and catalytic services in the field of
food security and agricultural policies; fostering linkages with
other Ministries, donors, and partners to coordinate and
harmo!nize approaches and interventions in agriculture and
food security; identifying training needs for Government of
Rwanda personnel in the broad domain of food security and
agricultural policy analysis; guiding senior Ministry staff in
formulating and implementing policy actions; and organizing
training workshops, seminars, and conferences on issues
related to agricultural policy and food security. Skills: Senior
technical qualifications and senior experience in agricultural
economic/policy analysis, superior technical writing, and
significant development and marketing experience; fluency in
French.  Additional qualifications: Applicants must be U.S.

TECHNICAL DIRECTOR, YOUTH AT RISK/COUNTRIES IN
CRISIS BASED IN ATLANTA


CARE USA is seeking a Technical Director/Grants Manager
for its Basic Education Policy Support project, and for
management of a small private grant for youth at risk.
Responsible for providing support to the prime contractor in
the implementation of educational programs for countries
in crisis, youth-at-risk and child laborers. Manage
consultants and/or delivering services related to "functional
labor categories." Design project intervention and provide
technical assistance to country. The individual will represent
CARE to USAID missions, ministries of education and other
high-ranking officials on a regular basis.
QUALIFICATIONS: PHD in educational psychology,
anthropology, or related field; experience working in
combination of programs related to youth-at-risk,
adolescents, child labor and countries in crisis.
Experience working with/in developing countries and
experience directly related to educational programming.
Knowledge of the biological, cognitive affective, social an!
d individual bases of behavior as they relate to schools and
educational systems. Ability to discuss and give guidance on
psychological measurement, statistics and research design.
Knowledge of major theories and findings concerning human
development. Excellent written and oral communication
skills. Ability to work effectively in a team. Excellent
