Thanks for finding the verse, and the modesty is the main aim as you rightly pointed out. There is a hadith that when this surah was revealed, those ladies who were among the first group of muslims around the Prophet tore pieces of fabric from their skirts and covered their heads as soon as they heard about it.
 
The Qur'an says the Prophet was given the Qur'an and something else like it, that is the sunnah or ways of the Prophet where he demonstrated the tenets of the deen for us. The Prophet told us that if we follow the Qur'an and his sunnah, we will be on the right path. 
I think the problem is that too often, people try to dispel those rules they find hard to follow rather that just admit they do not want to follow them and leave it at that. 
 
Allah given mankind His words and directives through the prophets and His books since He sent Prophet Adam down to the earth, the last of them being the Holy Qur'an and Muhammed Bin Abdullah (SAS). Of all His creatures Allah has created, it is only man He has given the ability to reason and even the choice to believe in Him or not, obeying His rules or not and He is patient with us and does not strike us dead if we choose to disobey or question His word. He continues to bless and provide for even those who deny His existance until the time appointed and ultimately, at Yawmalqiyama, everyone has to answer for his own deeds and choices because He also says that no one can bear the burden of another, not even a mother for her child.
May Allah (SWT) grant us Imaan and to hear and obey His word.

if you want the quranic verse that authorise women to cover themself it is 
surah AN-NUR .THIS IS QURAN SURAH 24 VERSE 30 AND 31 .
the application of the order is explain by the prophet muhammad.
the whole face covering is highly praisable but not compulsry.the covering of 
the head is a most and the wearing of loose cloths is also recommended.no 
see throw ,tight cloths, provocative dress style etc. the modesty is what is 
instituted.
some modern muslim women find all sorts of excuses to say it is not mension in 
the quran ,but that is the level of their iman or faith. even men dress very 
wrongly .pants hanging down ,over size jeans and so on.
modesty is not just for women it is for both of us. it takes two to tango.
