RESUME OF MEETING ON NEPAD AT AFRICA CAUCUS
MEETING HELD ON 21ST MARCH 2002
AT NGO MEETING HALL AT THE MONTERREY CONFERENCE
ON FINANCING FOR DEVELOPMENT.

At the invitation of the Caucus President Wade of Senegal trooped
in at 4.15 p.m. with his delegation to address the Africa Caucus
meeting in session on the New Partnership for Africa´s
Development (NEPAD). The Chairpersons for the occasion were
Taoufik Ben Abdallah, Environnement et Developpement du Tiers
Monde from Senegal and Litha Musyimi-Ogana of African Centre
for Empowerment, Gender and Advocacy from Kenya.

In his presentation, President Wade traced the genesis of NEPAD,
the philosophy underlying the initiative, the uniqueness thereof, the
content and the strategy adopted to realize it. Speaking at length
and with much passion, he articulated the efforts made so far to
legitimize the document as an African vision document and the
achievements so far made. He recounted the adoption of the
document by the Africa Union and sympathetic hearing so far it
has received from the G8 Countries.

During question time, the President publicly admitted that, the lack
of in-depth consultation with civil society was a mistake but failed
to indicate how the error was going to be redressed. He defended
the Heads of Governments initiative and pleaded with the African
civil society to give it their support.

He was, however, vague and in some cases silent on some of the
critical questions raised by the participants. For instance, his
response to questions raised on the threat posed by partnership
with the neo-liberal forces, the Private sector finance being the
corner stone for the realization of NEPAD, and the lack of
demonstrable ownership by Africans of the process were not
convincing.

As the President made his exit at the meeting, Ambassador Isaac
Aluko-Olokun, Hon. National Commissioner Government Sector
and International Cooperation/Head of Nigerian NAI Team at the
Presidency of the Federal Republic of Nigeria walked in to take his
seat to continue with the dialogue.

Ambassador Aluko - Olokun expantiated also with much passion,
the dream of the African political leadership to extricate the
continent from its current state of condemnation to absolute
poverty and self-destruction using NEPAD. His focus on the role of
the private sector finance and good governance as key factors for
change in Africa´s present predicament, tickled participants to
react very strongly during question time.

The ensuing hot exchanges resulted in a number of issues being
clarified and information hitherto unknown to most participants
being shared to make the meeting end on a positive note.
Participants pledged to continue the critical engagement of the
process of NEPAD both individually in their respective
constituencies and collaboratively where possible.
