In multiple monitor configurations with both a PCI and an AGP card in the system Windows 98 will define the PCI card as primary and the AGP as secondary display unless your system BIOS supports AGP as primary.  Please check with your system manufacturer, to determine if you system support AGP as primary

The ATI Property Pages are accessible via the Display Properties, Settings, Advanced button.
