      Thanks for the clarification. It is very helpful. As long as the
language is not ambigious, and shrouded in technicalities, that others can
employ to politically weaken or used as a leverage to deny others
participation, the better of we are.

      If these provisions of the 1970 Constitution are no longer germane,
since they have been abrogated, and taking into consideration Chapter 111,
section 8 of the current Constitution you have cited, then I will agree with
you that there must be a legal basis for which Halifa based his arguments on
that Constitution.

     The clarifications that Halifa would be making, would undoubtedly shed
light on the rationale behind his argument. In particular, the proposals that
has been proffered within the context of the 1970 Constitution.

    I take this opportunity to commend the objective manner in which you deal
with the issues that you raised. We can all continue to argue reasonably, and
in the process help each other by learning from one another.  Once again, I
thank you for this exchange.
