Please read Ebou's article entitled "The Substance of Hope and Gambian
Freedom" and then read the articles below. For an 'intellectual' like
Ebou Jallow, it is disappointing and a shame to forward such opinions:

"SoS Gaye said the significant factor in the slow implementation of
the PRSP programme was the minimal assistance received in comparison
to the pledges made." www.dailyobserver.gm

Well where is our friend Fankung Fankung :)

Mr. Gaye blames every one but the Gambia Government for the country's
appalling economic conditions. The IMF/World Bank have strict
guidelines for PRSP programmes (this is the latest version of the
infamous Structural Adjustment Programme loan facilities). The Gambia
received "minimal assistance" because Yaya's government failed to
provide a credible macroeconomic framework and fiscal policy choices
acceptable to the Fund/Bank for further concessional assistance. This
is the ONLY reason besides the rampant corruption within the Gambia
government.

SOFA warriors are not criminals...

The recent armed assualt at the Banjul Market was targeted at the
expropriation of some business ventures of Yaya Jammeh's gang of
thieves robbing the government treasury- This shall eventually help
finance the armed insurrection against the dictator in Kanilai.
I would advice operative cells to avoid the Western Tourist areas
(hotels), and unnecessary casualties. All target acquisitions should
be confined to the following:

- Secretaries of State, and senior gov't officials.
- Expropriation of gov't resources, i.e. pooled vehicles and local
unprotected resources.
- Prisons, weak police stations, destroy the GRTS and burn down the
houses of the
SOS's, GAMTEL transmission centers at Abuko and elsewhere. The
combined effects of
random attacks shall overstretch the poorly led/equiped security
forces. At this stage
always avoid a direct firefight by all means.
- Focus on the liquidation of all reactionary security commanders.

I am currently working on the booklet as promised earlier. So far the
best materials approriate for study for a start are:

1. FM 31-20 Doctrine of Special Forces Operations
2. USMC Small Wars Manual
3. Carlos Marigella: Manual for Urban Guerrilla Warfare
4. IRA Tactics and Targets

I also promise to secure copies of 1&2 for the local cells, and you
all copy and distribute the rest.

Objet:Re: [>-<] Halifa Sallah says OPPOSITION IS LEADING JAMMEH
À:[log in to unmask]

Mr. Owens,

Thanks for sharing Halifa's astute interpretation of the electoral
results. These are really very good signs for the opposition. Come
2006 only the popular vote counts and not the quantity of seats in the
National Assembly. The reason, I believe, for the tie between NADD
and the APRC is the state of political suspense or "state of
undecidability" in anticipation of the presidential elections next
year.
However, the diagnostics should not end there. The results also
signal a tactical imperative for NADD : They have to come up with a
flag-bearer who is charismatic and has sound political judgment and
gravitas. Now let me be very concrete- I am not rooting for a
another doctorate of political science...but a man of political genius
such as Omar Jallow (OJ) who has first hand experience of Gambian
political practice, and can articulate the passions, values and
aspirations of all Gambians across the country. Jammeh has already a
well-established name recognition by virtue of his incumbency.
Apparently, according Halifa's observations, Gambians are now yearning
for a change in leadership and they must be assured a credible future.
Otherwise, Jammeh could be "voted" in power again by default....as
the saying goes- "The devil you know is better than the one you
don't".
