Subject: Kabaka orders evictions

Based on the Uganda Constitution, does the Kabala have the authority to issue orders of eviction to the said traditional healers now settled at Jubilee Park, Katwe? Isn't the Kabala liable for a law suit , by the healers, before the constitutional court!!

Kabaka orders evictions
By Robert Mwanje
March 5, 2004

MENGO - The Kabaka of Buganda has ordered Mengo authorities to evict traditional healers settled at Jubilee Park, Katwe. The minister of Lands in Buganda government, Mr Kaaya Kavuma, said that the kingdom has been tolerant to all squatters for over 10 years."This land belongs to the Kabaka (King of Buganda) and no one should claim ownership.

We are now taking action against any squatters since we have new plans which require prime land for development," he said. The land at Katwe is occupied by over 100 traditional healers and herbalists under their umbrella body National Council of Traditional healers and Herbalists Association (NACOTHA).Kaaya Kavuma, also the kingdom's deputy Katikkiro, said healers should leave the land for developmental projects. However, healers want the Kabaka to allocate them another area for re-settlement. "We have heard that we have 30 days to vacate this land but before that we should be given land with a title where we can re-settle," they said.Musaasizi said that the land was given to traditional healers ten years ago by the Kabaka to promote and maintain innovations in herbal traditional medicine. The row came into limelight eight years back when the Buganda government tried to forcefully evict healers off this piece of land, but was halted by the high court.

"The lie can be maintained only for such time as the State can shield the people from the political, economic and/or military consequences of the lie. It thus becomes vitally important for the State to use all of its powers to repress dissent, for the truth is the mortal enemy of the lie, and thus by extension, the truth becomes the greatest enemy of the state."

- Dr. Joseph M. Goebbels - Hitler's propaganda minister
