Culled from the INS web site

http://www.ins.usdoj.gov/graphics/lawenfor/specialreg/index.atm.

The Immigration & Naturalization Service announced today new
registration
procedures for certain nationals of Iran, Iraq, Libya, Sudan and Syria
present in the U.S. in non immigrant status. During the period of
November
15, 2002 until December 16, 2002, all male nationals of Iran, Iraq,
Libya,
Sudan and Syria over sixteen years of age present in the United States
in
non-immigrant status must report to INS offices nationwide to register
their
presence in the United States. This requirement does not apply to
lawful
permanent residents, asylees, non-immigrants holding A or G status, and
those departing the U.S. before December 16, 2002. Failure to register
will
be considered a violation of non immigrant status and will make an
individual
removable from the United States.

Registration interviews will be held at INS offices across the country
beginning November 15, 2002. All individuals covered by this rule must
register at their local INS office before December 16, 2002. No
appointment
is required. At the registration interview, individuals will be
photographed and fingerprinted, must answer questions under oath from
an
immigration officer and present identification and proof of lawful
admission
(passports and I-94 cards). They will also be required to provide
evidence
of residence, employment, or matriculation at an educational
institution.
