Gambia-L:

The e-mail below, as usual, came form one of my sources in the Gambia.
However, because of limited access to the Net these days, I am sending it
unedited. So please, just ignore the spelling/typographical mistakes if
there are any.

>Ebrima,
>Concerning the electricity problems of the Gambia, we will continue to
>suffer from the lack of electricity for some time to come despite the
>numerous pronouncements and assurances of Jammeh which he dispense as
>liberally as dictated by this whims and caprices. What amazes me about
>Yahya Jammeh is that while assuring the population that electicity will be
>available to a large majority in the next twleve months and doing it with a
>straight face, he acts in the opposite direction. While assuring his Youth
>Action Group, which is the same as the July 22 Movement, he is applying
>pressure to the NAWEC Management to award two contracts to Sam Sarr to
>generate 12 megawatts of electricity . The arrangement is a joint venture
>company under the Chairmanship of none other than Sam Sarr. While all this
>is going on, he had already instructed the current Managing Director of
>NAWEC to sign a contract with ESKOM which was the subject of one of your
>postings yesterday. A clause in the ESKOM contract clearly states that
>"Neither Party(ESKOM and NAWEC) shall, for the duration of this Agreement,
>enter into negotiations with any other Party with regard to the
>establishment of a new business partnership to be incorporated as a joint
>company relating to the provision of electricity, water and sewerage as
>integrated services in The Gambia." There are several nuances to the
>contract which is raising eyebrows in NAWEC and other quarters. Firstly,
>the contract was signed by the MD of NAWEC on behalf of Department of Trade
>and witnessed by its Permanent Secretary
>Previous contracts, including the BASAM contract, were signed by the
>Secretary of State for Trade. Why this one had to be signed by the Managing
>Director? If I were the MD, I should start packing my bags because he will
>end up carrying the can should something go wrong, and there's ample
>evidence that the contract will either be abbrogated or cancel any plans to
>award Sam Sarr contracts to produce electricity. Given Yahya's
>unsurmontable problems posed by the Crude Oil Saga, he will rather go with
>Sam Sarr for now than to honour the ESCOM contract. Secondly, why knowingly
>mislead ESCOM that you will not enter into any other contract while theirs
>is still in effect? The NAWEC staff are at a loss and I will tell Yahya
>that they are aware of what's going on. A copy of the ESCOM contract,
>including the other draft contracts, are in their possession which will be
>produced when the time comes to answer to the Gambian people. Ebrima, I
>will end here as far the electricity problems of this country are concerned
>and I hope that those responsible to continually misappropriating the
>limited resources of this country will be brought to book soon. Like Kebba
>Dampha, there will be no mercy for these characters who continue to treat
>the Gambian population with contempt. "Acting under orders" will not wash
>when you will be called upon to account for your evil deeds.
