WADE WINS ELECTIONS IN SENEGAL

Abdou Diouf has just conceded defeat. My sources in Dakar say that Diouf
has just called Wade to congratulate him on winning the second round. This
is indeed a victory not only for Wade and his collaborators but a victory
for African democracy. Africa should congratulate herself.
