Folks,
Ivoirian troops are out patrolling the centre of Abidjan since the early
hours of the morning. Roads and the two bridges linking the city with the
rest of the country have been closed. President Guie's residence surrounded
by troops, according to official sources. Information reaching me is that
they are unhappy with General Guei. Of particular concern to some of the
soldiers is the electoral list for the upcoming referandum on the new
Constitution.  Their names have been excluded, meaning that they have been
declared ineligible because of the new nationality criteria. Should this
prove to be the case, then we are in for another unstable political
environment. Bank staff in general and Gambian staff in particular are safe
and are in doors as dictated by the circumstan
ces. The picture will become
clearer later in the day, we hope.
As I keep saying, we cannot talk about growth and development without
political stability and security.
