In Support of the Global Health Fund and Debt Cancellation to Fight AIDS
Call this number to ask for your Representative or Senator: (202) 224-3121

More than 5,000 people die from AIDS in Africa EVERY SINGLE DAY.  More than
36 million people in the world today are living with HIV/AIDS. Of those,
some 95% live in the Global South. Sub-Saharan Africa is home to over 25
million of those suffering from HIV and AIDS.

Experts estimate that the world community needs to invest $7-10 billion
every year to fight HIV/AIDS and other diseases like TB and malaria.
Currently, African countries pay out $13.5 billion every year in debt
service.  Imagine what would happen if countries were able to use these
resources instead to fight AIDS?

Please join us in a Jubilee Call-In Day for debt cancellation and increased
funding for the Global Health Fund to stop AIDS worldwide.  Please take a
few minutes to make these phone calls.

TAKE ACTION:

1.)  On October 24th, ask five people you know to join you and call your
Senators.  Leave a message with the person answering phones.

Ask the aide: “Will the Senator sign on to the letter to the president,
initiated by Senator Leahy calling for a $1 billion U.S. contribution to the
Global Health Fund in 2002?” The letters will close within the next two
weeks.  If your Senator has already signed on, please thank them for their
support.

Tell the aide: “Further debt cancellation is part of the solution in
fighting AIDS.  Please ask the President to support 100% debt cancellation
from the World Bank and IMF, using their own resources.  Money to fight AIDS
in the poorest countries should not be in the form of more loans, but
instead debt cancellation.”

2.)  Once you have made those calls to your Senators, also encourage calls
to your representative on October 24th with the request that he/she sign on
to the letter to the President initiated by Reps Lee, Leach and others
calling for a $1 billion U.S. contribution to the Global Health Fund in
2002.  Make sure to tell your Representative’s office that you believe debt
cancellation is essential for impoverished countries to effectively fight
AIDS.  Encourage them to support further debt cancellation from the World
Bank and IMF using their own resources.  If your Representative has already
signed on, please thank them for their support.

BACKGROUND:

Senator Patrick Leahy (D-VT) has initiated a Senate sign-on letter to
President Bush, calling for a U.S. contribution of $1.2 billion to fight
AIDS, TB and malaria. This letter calls for $1 billion for the new Global
Health Fund and $200 million for USAID. The Global Health Fund is a new
international fund to mobilize resources to fight HIV/AIDS, tuberculosis,
malaria and other diseases.

On the House side, Representatives Barbara Lee (D-CA), Jim Leach (R-IA),
Connie Morella (R-MD), John Conyers (D-MI) and Jerrold Nadler (D-NY) are
initiating a similar letter calling for $1 billion for the Global Fund.

Experts say an additional $7-10 billion a year is needed to control these
killers. The Fund has received commitments of $1.7 billion from
international donors. A U.S. contribution of $1 billion would be a major
part of the billions needed and would encourage other governments to make
substantial contributions.

President Bush has pledged $300 million for the U.S. contribution to the
Fund. This is a good first step, but the Global Fund cannot mount an
effective response to AIDS, TB and malaria without much larger contributions
of funds.

We will support Senator Leahy and Representatives Lee and others in
collecting signatures from their colleagues on these letters to the
