Yes that is exactly what one professor by the name Prof. Cyril Broderick of Delaware State University published a newspaper article in Liberia stating the U.S. Military manufactured Ebola as a biological weapon and started the plague by testing it on Africans . These conspiracy theories are already hindering the much needed help to contain Ebola . The theories should be put aside until the deadly Ebola is eradicated for the people in the region are refusing help they need and the lives of aid workers are at risk. Some aid workers were killed because of such unfounded theories . Not the time for theories ! The common enemy is Ebola virus. 
What role if any is China and Russia playing in the efforts to fight Ebola in Africa ? The answer that comes to mind is what Obama said on "60 minutes" yesterday "When trouble comes up anywhere in the world they don't call Beijing , they don't call Moscow . They call us". Obama was talking about situation in Iraq and Syria with ISIS. So the professor's article is irresponsible .
