Mr. Ngum,
Under the initial HIPC framework, The Gambia did not meet the eligibility
criteria such as debt-to-export and debt-to-revenue target ratios. However,
under the Enhanced HIPC, these debt-sustainability ratios have been lowered
appreciably, significantly increasing the chances of The Gambia to qualify.
Apart from the revised eligibility criteria, another important feature under
the enhanced HIPC is the establishment of closer linkages between debt
relief and poverty reduction, primarily through the development/preparation
of Poverty Reduction Strategy Papers(PRSPs), which provide an appropriate
framework for implementation and monitoring with the suport of multilateral
