Katim,
I wish to join others in expressing my appreciation for your efforts in
putting the "Framework for Change." Given the current crisis situation in
CI, I couldn't react to the numerous issues raised in your introductory
remarks. However, I would like to say the following: I am not inhibited by
any ADB(AsDB is Asian Development Bank in Africa) staff rule from commenting
on policies concerning The Gambia, or any member country for that matter, in
my function as member of the Board of Directors of the ADB.The forum has to
be considered appropriate(the L is not appropriate) for comments,
particularly those considered to be internal political in nature by
stockholders.. The rules may not be perfect, but fo
r now we have to live
with them. I plead that you BE REAL as well. In fact, the critism of my lack
of public pronoucement on the shooting of school children in the Gambia on
the 19-11 April is of my own doing because when I discovered that the Board
members were without a Code of Conduct (CoC), I suggested( and colleagues
officially endorsed) that we be governed by the Staff Rules and Regulations
until we can put a CoC in place for the Executive Board. Whether staff or
executive board member, we are expected to conduct ourselves professionally,
diplomatically and appropriately.While we are in the formulation stage, I
welcome suggestions.
