Thanks for all the responses.  They fell into two categories:

1.  Twinings is GF so I should have no problem BUT

2.  At least three others also had problems with Twinings.

For the record, I only seem to have problems with their loose teas, so the
issue of glue or staple to close the bags seems irrelevant.  I have contacted
the company, but got no response yet.

One respondent suggested that the tea might be treated with barley water,
which technically does not have to be reported as a source of gluten, but
might cause a reaction anyway.

I will repost when I get an answer from Twinings.
