If this situation is occurring in the U.S., then I would think that your
mother is covered under the ADA (Americans with Disabilities Act) and
that the nursing home would be legally obligated to come up with a way of
accomodating your mother.  Do they also refuse diabetics?  You may need
to work with them so that they know what they need to do (and do some
follow-up as well, if your mother is unable to do it for herself).
