For sick infants and children who need Pedialyte, it is GF.
Before mixing a homemade batch of oral electrolye solution at home, you should understand some basic info.  
With diarrhea, there is maldigestion and malabsorption.  Table sugar should not be used in the recipe as it is a compound that requires enzymes to break it down to glucose + fructose.  Table sugar may increase stool output which increases the risk of dehydration.  Fructose and lactose also require enzyme activity for absorption.  
The World Health Organization (WHO), 1986 recommended the following rercipe for infants and children.  1 liter water + 3.5g sodium chloride (1tsp. salt) + 2.5g sodium bicarbonate (~3/4 tsp baking soda) + 1.5g potassium chloride (medical supply co.) and 20g glucose (Ross product..Polycose).
