I would suggest you go to this other excellent site:
http://forums.delphiforums.com/celiac/messages  There are good and
knowledgeable people there to answer your questions.  Moreover, I have
voluntarily posted thousands of GF recipes.

Are you using distilled vinegar or products that contain distilled vinegar?

Maybe your incomplete healing is due to an intolerance besides gluten.
Many celiacs do not tolerate any or all of the following: caseine (milk &
products), lactose, soy, corn, eggs, et. al.

I suppose others have already suggested that you might try eliminating all
milk products and soy products and nightshades (peppers, potatoes, egg
plant, tomatoes) and see if that helps.  It might be that you have
additional food allergies or sensitivities that are exacerbating the celiac
symptoms.

Maybe, you are unknownly getting gluten in your diet.  Do you eat processed
foods? You could go to the web site:   www.celiac.com  there you can find
help for your diet.

Sometimes even "safe" foods may contaminate a diet---just recently a post
to the Listserv alerted us to the fact that certain brands of frozen
vegetables are contaminated with flour on the conveyer belts.  I checked
with Green Giant and Bird's Eye and they denied this practice, but it can
sneak in in the most unexpected ways.

My GI says that I have Gastroparesis which is slow stomach emptying which
concerns him because it puts me at risk for diabetes?  Do you have
Gastroparesis?
Did you know that other food hypersensitivities can cause villi injury?  I
have an medical article which I am attaching- pls. pay particular attn. to
the conclusion and references.  Of course, it's probably just for added
knowledge and reading.

Note:
(The conclusion of the article mentioned above was that tropical sprue,
autoimmune enteropathy, hypogammaglobulinemic sprue, and food protein
sensitivity (cow’s milk, eggs, fish, rice, chicken) may show histologic
pictures which closely resemble that of CD.  Therefore, in all cases with
suspected CD and an untypical clinical course these diseases have to be
ruled out.)  If anyone is interested in having a copy of this article (it’s
