my understanding is that chometz-free and gluten-free are not the same
thing.

Flour which has been watched from it's planting through it's milling,
and then is cooked according to strict guidelines, is considered "kosher
for passover", in other words, it is not chometz.  Any gluten grain can
be "kosher for passover" if watched.  Matzo is always made from wheat, and
is acceptable to the most observant jew, if the guidelines are followed.

The guide you are mentioning is probably useful for finding hidden
gluten.  Anything that is chometz is not gluten free.  But the reverse
is not true.  "Kosher for passover" has nothing to with gluten-free.
