I checked the Senate webpage and found that the proposed Food Allergen
Labeling and Consumer Protection Act, S 3001 IS has been posted.

The easiest way to find it is to go to
www.senate.gov  to link to the official page.
Use the "Search for a Bill"  Number  S 3001 or subject--Allergy OR gluten

While it is tempting to just read the beginning on allergen labeling, don't
leave before you read Section 6, dealing specifically with gluten content &
celiac.

Very encouraging if only to get that information entered into the Senate's
records.
