I forgot to summarize the other brands people recommended, other than Chap Stick.

Here they are.

Dr. Bronner's Organic Lip Balm. Gluten-free, only natural oils. No mineral oil. Whole Foods or online
Burt's Bees tinted lip balms
Blistex
Super Lysine+ Coldstick by Quantum, healthfood stores and vitamin online stores

The person who sells a particular line of products said to go to her/his website. He/she has a product list by allergens.

And there still are members who use ChapStick products with no reaction, even though the company does not verify gf status.
