We did not use wheat germ oil, but my husband taking 400 IU of Vitamin E 
mixed tocopherol (NOT alpha only)
over the period of a year or so had his keloid scar on his shoulder 
shrink by more than 1/2 and that was without
rubbing anything into it.  It was Solgar Vitamin E mixed tocopherol 
400IU.  Their stuff is pharmaceutical grade,
their customer svc people will answer questions and their products are 
very pure.  Most of their products except
those with Vit E in it are soy free as they use coconut and palm for the 
fats, not soy.

A friend rubbed Vitamin E from a poked capsule into her carpal tunnel 
scars on her wrists and that considerably
improved them.  I have not seen her since so am not sure if they went 
away completely but they were much much
better.

Make sure you use natural vitamin E, not the synthetic stuff that causes 
people problems.

I don't have any experience with wheat germ oil on scars, but have successfully used tea tree oil on scars and healing cuts and wounds. It is not cheap but helps accelerate the healing of these.

No.  But I know that ordinary vitamin E oil (cut tablet open) or aloe, from the sap of the leaf (I grow aloe plants all the time), will work wonders on scars....just as good as wheat germ oil.  But seriously, I'm from the old school that says you can't absorb gluten through your skin.  But you might have gluten on your fingers after applying the oil, and get it in your food.

Years ago, when I was still teaching, a young girl was mauled by a dog.  Got her face.  Doctor said to apply the vitamin E oil, and her scars went away!!!   

I use either.  In fact, I was planning to bring either E or aloe to my mom in the nursing home, because she's had lots of tears in her skin, and their not healing as well as they should.
