That "Free" on a food label would require a  measurement. All measuring
instruments have a "zero error" meaning that if used to measure a
supposedly free sample, they give a range of non-zero values close to zero.
If instead the true value is less than the range of that spread, it will be
incorrectly interpreted as zero. In short, any instrument will fail to
correctly measure some low values, including some that are truly zero.
 
I haven't looked closely at the Codex numbers yet, but suspect the limits
had something to do with what could be measured. I recall Don Kasarda
mentioning measurement problems that complicate even those limits, but
leave that for him to comment on.
