In the course of helping a celiac friend who was worried that she had
been scammed, this what I found to be the most helpful & authoritative
information on what to do:

The definitive organization to report internet scams to is the Internet
Crime Complaint Cenre, www.ic3.gov . IC3, as it is known, solicits
reports on the basis of the consumer's belief that they have been the victim
of online fraud. IC3 an interagency multijurisdiction task force, run
co-opertatively between American & Canadian authorities.

Many metro area police forces will take complaints, as do Attorney
General depts. in some states, however in most cases the complaints will be
run through IC3. Website hosters have sometimes been known to shut down scams.
