Thanks to everybody who answered.  Here is the summary to my question if
baking soda is gf:

If it is 100% baking soda it is gf.

It's the baking powder which may contain wheat starch, so check label,
GF baking powder brands:  magic, calumet, rumford

You can make your own baking powder by mixing two parts cream of tartar
with one part bicarbonate of soda.
