I want to thank you all for the overwhelming response to my post. I am very thankful for the response and advise. 
To summarize here are some points that I got in many emails:
1. There may be contamination from non-GF sources in the house. Some sources mentioned were pots, utensils, shared butter, etc.
2. There may be some contamination from the food. EIther Hidden sources of Gluten such as MALT, or barley or "natural spices". Some sources said Lays Potato chips should be ok, but are not, Rice Crispies, cocoa crispies, etc. (Most of these we do not keep in the house, and my daughter has only had potato chips on a few select occasions, and they were either UTZ or plain Lays)
3. McDOnalds was a common theme, that they do not have a REAL gluten free selection. (my daughter has never eaten there either)
4. I recieved many suggestions to only feed my daughter "fresh foods". (This is mainly what her diet already consists of)
5. THere were also a lot of people who mentioned that the results do not always go down immediately, that it may take a year or more(some said their results never went down). There were some reports and articles that doctors might be testing too early to see if there is a blood response. 
6. A number of people asked what her original results were, I did ask the doctor that, and they did not have the results from the hospital, but they did have the ones from this summer, but they were sent to two different labs and were therefore not comparable. (the blood was taken from the same place, but sent out to two diffferent labs).
7. More than one pointed out that daycare could be the source of her getting non-GF foods, but my daughter is in a small at home day care with only a few other kids. She is aware of how sensitive my daughter is and only feeds her foods that I bring or have ok'd. 

I have asked the doctor for a dietician to meet with me and our daycare. I am also starting a food diary and will hope to post that next week so you all may be able to help me find sources I am not seeing.
