I wrote to IHOP about wheat flour in their omelets and got the following response:

Thank you for your inquiry regarding gluten-free foods at IHOP. First of all, we would recommend that you order simple IHOP foods that you would normally consider eating at home. Our restaurant chain specifies numerous prepared products for ease, safety and consistency in the kitchens. Because of this, the presence of micro ingredients with wheat (gluten) carriers are likely in our more complex foods like gravies, seasoned meats and vegetables, dressings and sauces.

Note that IHOP omelette batter contains a small amount of buttermilk pancake flour. Please ask your server for egg alternatives if omelettes are a favorite. IHOP Buckwheat pancakes are also a blend of wheat and buckwheat flours.

We do offer a few items that do not contain wheat like shell eggs, most breakfast meats, fruits in season, oatmeal, tossed salad, baked potatoes, hamburger patties and grilled cod (prepared without flour). 

Pending your level of sensitivity, please consider:
*Ordering simple foods like those you consume at home.
*Requesting the ingredient label for product(s) in question. Inquire with the manager on duty.
*Being aware that the introduction of wheat is possible through cross-contamination on our grills, fryers and saute pans.
