I received only one reply regarding the gf staus of Tobler chocolate oranges.
This person wondered if the chocolate liquor used was suspect.

Unfortunately, there was no phone number on the package to contact the
manufacturer or distributer.  I ended up giving them away rather than risk
starting the new year with a gluten attack.
