Sorry, but the information you've posted has nothing to do with the Nobel
prize. The Ig Nobel prize is a spoof, as is the journal that awards it
(Annals of Improbably Research). I doubt that Dr. Fasano would be interested
in receiving this award, though many scientists are amused by the journal.

As I found out; nothing is simple. The Idea to nominate Dr. Fasano is great,
but that needs more research to find out the right way to do it. Please do
not send emails to address I published in my previous email and wait further
information for right procedure.
