Got tons of responses.  Seems the recipe I was looking for is called "Royal Icing".  There are lots of recipes out on the internet for this.

One that was highly recommended was by Wiltons.  It uses Meringue Powder.  www.wilton.com/recipes/browse.cfm?category_id=16
