Sometime ago I listed an address for JACHO- the Joint Accreditation
Committee of Health Organizations.  As you may know, this agency
accredits all hospitals, doctors, HMOs, pharmacies, and any other
organization that receives money from Medicare.   The insurance
companies also look at their ratings and usually will only pay
accredited organizations.

Persons may make complaints to the agency giving specific information
as to date, treatment, and cause of complaint.  I believe if enough
Celiacs made specific complaints they may take this up as an issue
when inspecting orgainzations.   The hospital where I work just had
one,  They were very thorough and the administration listens as does
anyone who gets a paycheck.   It may be very effective.

The address I gave I obtained over the phone and I found it was a
little mixed up.   Here is the exact address:
