Scott writes:

The NZ media release on this issue, which only touched on the salient
points,  contained the statement:

' "Due to medical conditions, some people cannot consume any gluten" and
others can consume only minute amounts.'

This statement covers Scott's querry.

I have previously posted medical research outcomes and expert opinion to
support this statement.
