Sorry I did not explain very well about cooking the rice.
1. Measure 2 cups of water and put it over to boil in about a 3 qt. pan.
2.. wash the rice, and leave it to soak in a little water.  This will expediate the cooking a little.
3. When the water begins to boil, put the rice in, cover and let it simmer on low heat for 40 minutes.Do not remove the cover. This lets too much liquid escape. 
If you use a rice cooker, follow directions for it, instead of cooking the rice on the stove.
Turn the heat low so that  it does not burn,  cook it slowly, just simmering, then most of the water will be gone in 40 minutes. It just sputters out under the lid. 
It should be nice and fluffy.  I really like  the basmati rice, but short or long brown rice is ok. You can even use white rice, or if you are in a hurry the quick cooking kind  will do. 
The basmati or brown rice is more nutritious.
You could try putting the raw rice right in with the other ingredients, and bake it all that way.  It would probably take quite a while to get done, and you would probably need to add the water also.  You would not have an extra dish to wash.  I never tried it that way, but it would probaly be alright. Actually, You could eat it without baking.  Just serve the hamburger mixture on top of rice like you would for stir fry, but mixing it all together and baking it marries the flavors, and makes it taste better, and is an easy dish to take to a gathering or whatever. Also, if you  saute the hamburger pretty good, so that it begins to brown a little. it will improve the flovor.  If you happen to have some soy sauce that is wheat free, and you know agrees with you, a scant tablespoon will also improve the flavor.   Good luck!
