These are the replies I received about gluten free foods in Victoria, BC.

Life Style Markets 180-2950 Douglas St. Victoria.
The Dutch Bakery and Coffee Shop 718 Fort St. Victoria, they have fancy cookies, they are  not marked but the staff know which ones are gluten free. Gina said they are wonderful. (double check for cross contamination)
The Joint Pizzeria and deli 1219 Wharf St. Great gf pizza printed on the front window.
Gina said she ate lunch there every day and had no problems. She said it was good.
Pescatories Fish Restaurant across from the Empress Hotel. Very good and accommodating. 
Empress Hotel restaurants very celiac friendly.
Rheihland Bakery 730 Fort St. just a few stores down from Dutch Bakery.
Go early they sell out fast, gluten free muffins, cookies and breads (usually frozen)

Gluten free in either Safeway or Save-on foods.
The National Conference for Celiac Disease is in Victoria in May, check their web site.
