Have you tried Dairy Ease?  I am not celiac so am not sure if it is GF
but have used it for lactose intolerance myself.  From the label:
 
INGREDIENTS:  Each tablet contains 3000 FCC lactase units.  Also
contains Dibasic Calcium Phosphate, Mannitol, Colloidal Silicon
Dioxide and Magnesium Stearate.
