Along the east coast the mulch used is salt marsh hay:

This is what the Agways sell in bales. The grass's wiry stems do not 
mat down or rot as quickly as straw, and any seeds that are present 
will not germinate because they require wet, saline soil.

But as Carolyn points out, it would be expensive to mulch commercial 
strawberries.
