no, that was Reagan! he signed the lanterman act too, so I think he had the
right idea but just didn't think it all the way hrough when it came to the
mentally ill. 

just how can we prepare folks from basically jail in nursing homes, to
supported or independent living?
community support should mean just that. How do you do it? by giving people
choices. gradually they will learn what they want and need to do.
