This may be a half-truth, of which politicians are very good at.  It may have
been true that the Iraqi were expanding the facilities.  And note, the past
tense as in; ... that WERE used for the production of ... it doesn't mean they
were currently using the premises for the weapons anymore...

Etc., etc.  Need I say that all this does not surprise me.
