Come to the Disability rally on Wednesday, 3/22/00 from Noon-1:00 p.m. at
the Capitol Rotunda - Medical Assistance income standards - Prescription

Background Information:

The State House and Senate have both passed their Health and Human Services
Omnibus Supplemental Budget bills. Because of low budget targets, neither
bill adequately funds three priorities of Arc Minnesota.

These priorities are: increasing Medical Assistance income standards;
expanding the senior prescription drug discount program to persons with
disabilities; and providing all providers of disability support services a
rate increase so they can attract and keep quality staff people.

The House bill expands the prescription drug program to persons with
disabilities and gives home care providers a 5% rate increase. It does not
increase the Medical Assistance income standards or include other providers
in the rate increase.

The Senate bill increases the Medical Assistance income standards and
provides all disability services providers a 3% rate increase. It does not
expand the prescription drug program to persons with disabilities.

Both bills will be presented to the full House and Senate next week. The
House bill is scheduled to be on the floor Monday, March 20, 2000. We
expect an amendment to be offered that will seek to expand the rate
increase to all providers of services to people who have disabilities and
those who are elderly.

* A disability rally has been scheduled for Wednesday, March 22nd at noon
in the Capitol Rotunda to highlight the need to give the Committees a
higher budget to work with when they go into Conference Committee.

** ACTION NEEDED:

1. Call your State Representative by Monday, 3/20/00 and leave this
message: "Please support an amendment to the Health and Human Services
budget bill to increase the Medical Assistance income standards and the
reimbursement rates for providers serving people who are disabled or
elderly.

2. Come to the Disability rally on Wednesday, 3/22/00 from Noon-1:00 p.m.
at the Capitol Rotunda. Stay to track down your State Representative and
Senator to remind them how
important these issues are.
