USU REHABILITATION COUNSELING PROFESSOR RECEIVES NATIONAL HONOR
LOGAN -- Julie Smart, a professor in the special education and
rehabilitation department at Utah State University, was named National
Researcher of the Year in 2002 by the National Council on Rehabilitation
Education (NCRE). Smart is director of the Rehabilitation Counseling
Program in the College of Education.
The NCRE honored Smart for her numerous efforts to advance the
rehabilitation counseling profession. She was cited by the "Journal of
Applied Rehabilitation Counseling" as the most prolific author on
multicultural issues in rehabilitation.
She authored the widely used textbook "Disability, Society, and the
Individual," which is used for undergraduate disability studies courses
and graduate-level rehabilitation counseling courses at universities in
the United States, Canada and the United Kingdom.
One nominator, speaking about the impact of Smart's book, said: "This
book is must reading for all those interested in the field of
rehabilitation and in the profession of rehabilitation counseling. It
requires the reader to examine self, the society in which we live, the
perspectives of the person without disability, and the experiences of
the individual with disabilities. ... It should be one of the major
texts for all programs in rehabilitation counseling."
Smart served as associate editor of the NCRE journal "Rehabilitation
Education."
At Utah State University, she developed a general education course that
undergraduates of any major can use to fulfill a social sciences breadth
course requirement for graduation. The title of this course is
"Disability in the American Experience."
Smart translated two widely used rehabilitation test instruments into
Spanish (the Acceptance of Disability Scale and the Client Satisfaction
with Rehabilitation Services Scale). She also is sole author or first
author of 30 articles in refereed psychology and rehabilitation
journals.
Smart has taught at Utah State since 1992.
The master's program in rehabilitation counseling is Utah State's
highest ranked program in the latest "U.S. News and World Report"
rankings. It is ranked 12th in the nation. The program in rehabilitation
counseling began in 1989 and has graduated 252 master's students.
