I have had it up to here with our governor placing the burden solely on the poor, the disabled, children and mentally ill people. The cuts he is proposing are OUTRAGEOUS! Furthermore, he has proposed all these cuts with absolutely no proposals to increase any taxes whatever! If these cuts go through, many people with disabilities will undoubtedly die, or become gravely ill. Many elderly people will become endangered in their homes. I cannot fathom the logic of home care workers losing 350,000 jobs and having those 350,000 workers go on unemployment aid. It's still money taken out of the state's coffers! How can you possibly think that it's better for these hard-working workers to lose their minimum wage jobs and go on unemployment? Where is the logic and common sense in that?  Where is the logic in losing 4 billion dollars in federal assistance when you cut the IHSS program to smithereens?! 

 
Times are hard, but these cuts that have already been approved by our State assembly and State senate, and the cuts under discussion now are slated to become PERMANENT! The Terminator will have lived up to his moniker, in decimating DECADES of hard work by disability advocates!  

PLEASE WRITE, CALL, FAX, Email your assembly and state senate members and the Governor, as well as the press to tell them TO BE FAIR to all of us. Tell them not to make the cuts permanent, and tell them that to propose all these scandalous cuts to vital programs, without raising a single tax is unconscionable, and shows a defect in their moral conscience.

Dear IHSS Consumers, Providers and Their Advocates 

Governor Schwarzenegger has proposed eliminating the IHSS program entirely.  We need your stories of what IHSS means to you; how programs changes have or will impact your life, and what it would mean to you if it were eliminated, in order to launch a legislative campaign to fight this.  Please read the attached form entitled real stories and you will find questions that can prompt your writing your letter, as well as give us permission to use your story in our legislative battles to save the IHSS program.  I have also included a sample letter below.  Please write your stories in the form described in the enclosed attachment and send them to: [log in to unmask]

I AM A POST POLIO, 24 HOUR VENTILATOR  DEPENDENT  AND I RECEIVE THE MAXIMUM IHSS HOURS (283). I ANTICIPATED A PROVIDER CHANGE SO I CALLED MY LOCAL PROVIDER CLERK AND REQUESTED ENROLLMENT FORMS TO BE SENT TO ME. UPON RECEIVING THE FORMS VIA AN ATTACHED SLIP OF PAPER  I LEARNED THAT THE PERSPECTIVE PROVIDER HAD TO GO THE LOCAL DPSS OFFICE TO SHOW HER  I.D. AND SOCIAL SECURITY CARD. ARE YOU KIDDING ! I’S HARD ENOUGH , AS IT IS, TO FIND SOMEONE TO TAKE THIS JOB, AS I REQUIRE THEM TO LIVE IN AND THEN I HAVE TO TELL THEM THAT THEY HAVE TO GO TO THE DPSS OFFICE AND THEN THEY HAVE TO PAY FOR FINGER PRINTING AND A BACK GROUND CHECK. THIS IS RIDICULOUS AND LUDICROUS ! IT’S MY UNDERSTANDING THAT ALL THIS HAS TO BE DONE BEFORE I CAN HIRE THEM. ON TOP OF ALL THIS, THEN THEY HAVE TO ATTEND AN ORIENTATION CLASS ON LEARNING ABOUT THE PIT FALLS OF FRAUD . MEANWHILE I HAVE NO ONE TO TAKE CARE OF ME. IF I HIRE THEM BEFORE THEY ARE “O’KD” WILL THEY BE PAID
 RETROACTIVLY? THIS KIND OF JOB, TAKING CARE OF A TOTALLY PARALYZED WOMAN, ISN’T EXACTLY ON THE HIGH END OF DESIRABILITY. THE LADIES WHO COME FOR INTERVIEWS ARE MOSTLY POOR, HAVE LITTLE EDUCATION  AND TRANSPORTATION FOR THEM IS A PROBLEM TOO. THAT IS WHY THEY’LL SEEK A LIVE-IN JOB..  I DON’T THINK WHOEVER WROTE THESE NEW REGULATIONS UNDERSTOOD WHAT IT IS LIKE TO BE DISABLED AND STRUGGLE FOR INDEPENDENCE. THESE NEW “REGS” MAKE IT HARDER FOR PEOPLE LIKE ME TO HIRE SOMEONE WHICH ENABLES ME  TO LIVE INDEPENDENTLY. CONSEQUENTLY, MANY WILL GIVE UP AND CHOOSE TO GO INTO A FACILITY INSTEAD OF MAINTAINING THEIR HOME. RIGHT NOW I’M “COST EFFECTIVE” BUT IF I HAVE TO LEAVE MY HOME BECAUSE OF HEARTLESS AND THOUGHTLESS  REGULATIONS THEN THE COST OF TAKING CARE OF ME WILL RISE CONSIDERATLY, NOT TO MENTION THE DEVESTATION I WOULD FEEL. WE , THE DISABLED COMMUNITY , NEED SIMPLER WAYS TO HIRE CAREGIVERS, NOT THE STATE WITH REGULATIONS AND LAWS COMPLICATING
 OUR LIVES.
