In Ohio we have handicapped parking tags to hang in our mirrors.  
Also, if we see that someone is unecessarily using a handicapped parking
space, we have green reminder cards we can hang in their windows
to "gently remind" them of the fact they parked in a handicapped
space and not to do it again.  Actually anyone in any state can 
get these cards by calling Ohio BMV in Columbus.
