My mom uses an Aqua Jogger in her pool in FL.  They allow you to have a
great workout, and yes, they're quite safe.  I think they'd be even safer if
the foam was long in front.  The back support, I think, would allow your
face to be in the water if you were unconscious.

The aqua jogger has a long back, it comes almost all the way up your back.
You'd have to work very hard to drown in it.
