Mike by the definiition of the Israeli charter as a Jewish state, the
short answer is yes.  However recent legislation has changed that to
the person needing to be an Orthodox Jew and vetted by a rabbinical
court to be considered for Israeli citizenship.  This means that
anyone who practices Judaism that does not have a Jewish mother will
find it difficult to gain Israeli citizenship.  Frankly I think such a
policy is self-defeating.

A few years ago a group of Ethiopians who could prove their Jewish
lineage became Israeli citizens and I have heard of Indians (Asian)
who became Israeli citizens because they, too,  could prove their
Jewish heritage and were practicing Jews Race does not matter,
heritage does.
