            Dart on Social Security, MiCASSA Rally

At a May 15th Washington DC press conference, representatives of major
voter
constituencies responded to the Social Security agenda of presidential
candidate George W. Bush and the Republican leaders of congress.
Participants
included representatives of labor, religion, women, minorities, older
Americans and people with disabilities.

Justin Dart said: "I believe that the great majority of Americans with
disabilities join me in saying: 'Don't weaken Social Security,
strengthen it.'"

MI CASSA REAL CHOICE RALLY
June 18, 2000  1:00 PM UPPER SENATE PARK

Dear Colleagues in Justice:

I am writing this letter to urge you to join me in Washington, DC for
the
REAL CHOICE Rally to pass MICASSA, S. 1935. The Rally is Sunday, June
18,
2000 at 1 PM in Upper Senate Park. Thats at the corner of Constitution
Ave. and Delaware Street, NE.

MICASSA, The Medicaid Community Attendant Services and Supports Act
(S.1935)
was introduced in the Senate by Senators Harkin and Specter. It would
eliminate the institutional bias in Medicaid funding for long term care
so
that our people with disabilities could choose where to live and not be
forced to live in nursing homes and other institutions.

Today many of our brothers and sisters, people just like you and me, are
imprisoned in nursing homes, group homes and mental institutions because
their state Medicaid officials will not fund personal care assistance in
their own homes. This is a crime. Ten years after the ADA was passed,
persons
with disabilities deserve to have a REAL CHOICE about where they live.

MICASSA must pass but it will not pass without your help. The nursing
home
and institution lobby is strong and well funded. We must join together
and
fight for REAL CHOICE.

We need to show our elected officials and the media that we are united
and
stand solidly for MICASSA.

You can do that by joining me and hundreds of other disability rights
leaders and patriots in Washington, DC on June 18th. I know it is an
extra
effort. I know it is not easy to drop everything and travel to the
nations
Capitol. But please make that extra effort. I need you here. The
movement
needs you here. Most importantly, our brothers and sisters locked up in
nursing homes, group homes and other institutions need you here.
