EVEN THOUGH IKE WILL HIT TEXAS there has been huge gas price increases based on fear of the gulf of mexico oil rigs shutting down. some stations trying to charge 1.25 more than yesterday. so the govenor declared a state of emergency just to kick in the anti gouging laws. 

the officials in texas are telling people who refuse to evacuate in galvaston to write their social security numbers on their arms to make it easier to identify their bodies.
